Maoming is situated in the south-west of Guangdong, neighboring on Yangjiang in the east, Zhanjiang in the west, Yunfu and Guangxi Zhuang Autonomous Region in the north and verging on the South China Sea. In the ancient time it belonged to the area of Baiyue. Maoming County was set up in Sui Dynasty, and after Han Dynasty it belong to Kaoliang Prefecture; in Ming Dynasty it belonged to Gaozhou Prefecture. On August 26, 1958 the south area of the County was appropriated for building an industrial city to meet the need of exploring and processing oil shale. On March 22, 1959 Maoming City was set up at the approval of the State Council, and it was under the provincial jurisdiction. In July 1983 the system of city exercising jurisdiction over counties was practiced in Maoming, so it now has jurisdiction over Maonan District, Maogang District, Dianbai County, cities of Gaozhou, Huazhou and Xinyin at county level. The Municipality is seated in Maonan District.
 The topography of Maoming is high in the north and low in the south, with hilly land in the main and some plains interposed, and coastal mud flat. The land area is 11,458 square kilometers, making 6.4% of that of the Province. The coastal line of the city is twisting, 220 km in length, with fine ports like Shuidong and Bohe; there are rivers like Jianjiang, Meihuajiang, Huanghuahe, Xiaodongjiang.
Maoming is bestowed with rich resources, and is the biggest petro-chemical production base and fruit production base. In the whole city the proven mineral reserves are of 53 kinds, of which the kerogen shale is 5.1 billion tons, kaolin over 0.3 billion tons, ranking first in the country. Rare earth and porphyrite tin are big mines on the country scale; Xinyi Jade Mine, reputed as "Jade of the South" is one of the three big jade mines in the country. The crude oil processing capacity reaches 13.5 million tons/ year, ethylene 0.38million tons/year. The area of fruit trees is 4.3089 million mu. Litchi, longan and bananas are famous the world over. Aquatic products like perches, garrupas, lobsters, squids, crab and oysters are abundant.
A transportation network of railways, waterways and highways has been formed: the Maoming section of Sanshui-Maoming Railway, and Hechun-Maoming Railway totals 124 kilometers, with a traffic capacity of 14 million tons; Maoming Port is an open port of Class I at the state level and it is equipped with the biggest system of loading and unloading of crude oil at a single berth of 0.25 million tons, and 11 berths of multiple functioned wharves for 50,000 ton ships have been built. with a handling capacity of 17.59 million tons. The highway traffic mileage is 7,934 km, of which expressway is 38 km, Grade I highways 290.8 km, Grade II highways 1,028.4 km, with a highway density of 69.2km per hundred square km.
 The tourist resource in Maoming is rich. Cultural scenic spots are: Xiantai Temple and Baoguang Pagoda of Gaozhou, old site of Dianbai City, Imperial Palace of Xinyi, Drum Tower of Huazhou. Natural scenic spots are: Natural Protection Area at provincial level of Dawuling( Datianding, the main peak, 1704 meters above sea level, the second tallest in the Province), Tiger Head Mountain, Dragon Head Mountain, the First Beach, Fushanling Ridge, Hot Spring of Magang, Hot Spring of Xijiang. The visibility is 8 meters under the surface of the sea around Fangji Island, opposite to Beach Tourist Area at Longshan, ranking the second in the world. Besides, production bases of great stretches of litchi and longan have become some attractive spots for tourists from home and abroad. Jiang Zemin, General Secretary of CPC, made an inspection tour on February 19, 2000 at Genzi Township, Gaozhou, and planted personally a sapling of "White Sugar" litchi tree, which is now in bloom and bearing fruit.
 In 2001, the GDP was 54 billion yuan (at invariable price of 1990), a growth of 10.3% as against that of the previous year. Agriculture and rural economy kept growing with further optimization of the industrial structure, the industrialization of agriculture, normalization of management and the urbanization of the rural areas; the pace of upgrading of the optimization of industrial structure kept speeding up, the quality of economic operation was raised steadily, the all-round indexes of the benefit of the industrial economy reached 121.2%, an increase of 5.8 percent; the proportion of the tertiary industry rose in GDP: the annual average wage of a worker was 9619 yuan, net income of a farmer 3814 yuan, an increase of 6.4% and 5% respectively, savings balance of urban and rural inhabitants was 26.78 billion yuan, an increase of 8.22%.

I. Major preferential policy for investment in the industrial parks
 (1) The land required for the enterprise in the park is to be provided by Park Area
Park Development after the process of power-water construction, access road and site clearing is completed, according to the scale of the enterprise. In the case of land leasing, the rent is 2 yuan/ sq. meter monthly, counting on the total area of the lease. The price is to be adjusted every three years, according to the price index. The term of lease is from 3 to 50 years; in case of purchasing the right of use of land, the price for land shall be reduced by 20% for preference.

(1) preferential tax
The taxation of investors from home and abroad doing business in Maoming City is conducted according to the relevant regulations of Guangdong and the State Council.

 a. For private enterprises and enterprises with foreign fund that are in possession of new products confirmed and filed by the competent departments of the municipality, the Province and the State, or the patented products first manufactured in the Province and the City, the use of land belonging to the industrial area in the city, shall be partially or fully exempted from the charge according to the scale of fixed assets and the degrees of the scientific content of the enterprise in conformity with the relevant regulations of the state.
b. In case of land use by private enterprise and enterprise with foreign investment in productive nature, 75 yuan / sq. meter for cultivated land, 45 yuan for uncultivated land serve as the price sold for land controlled by the government. But when the cost of appropriating land exceeds 75 yuan/ sq. m, or 45 yuan, preference shall be given according the regulations concerning the calculation of the cost of appropriating land.
(3) preference in power and water supply
a. Priority shall be given to the newly set up projects of private enterprises and enterprises with foreign investment, 60% of the profit from installation of power engineering shall be charged.
b.
